Card with Smoking Cessation Information for Young Smokers Violators

Almost all Universities banned smoking on their campus, for to protect minors and teenagers from second-hand smoking. The same did the University of Minnesota Duluth (UMD).

But more than two years after prohibited smoking on campus, Minnesota Duluth is getting grave problems about enforcement. The ban has been in place since fall 2007, when UMD became the first public university in the state to establish such legislation. But it was more symbolic than real. Smokers still pick off outside university doors and cigarette butts gathered without ashtrays, because the ban has never been obliged, students declared.

Jackie Millslagle, temporary vice chancellor for academic support and student life: "There definitely have been groups of people that have disregarded it. There doesn’t seem to be any support to those groups to seek pliancy at a higher level."

UMD hopes to enforce a new regulation at the end of March, which will include also organized guards of the campus, especially there where more teenagers smoke. And instead of tickets, smokers will be asked to put out cigarettes and gave a card with smoking cessation information.

Susan Beasy Latto, a UMD spokeswoman said: "It’s an addiction. The main reason is not to hunt them down and punish them, but to help them stop smoking."

The Student Association declared that some students were for enforcing the ban, but others were for getting rid of it. So, in the end, smoking was not permitted in personal vehicles, and there won’t be fines. However the UMD police will guard in areas of the campus that prove to be difficult.

Researchers reported that it may take a couple of years to modify the cultural standard on this campus. Students who all the time disregard and violate the new policy will be punished under Student Conduct Code guidelines.
