The war against tobacco industry and simple smokers has reached a new climax when officials introduced a measure to prohibit children adoption by people who smoke. Opponents already named the bill a huge violation of human rights. In conformity with the regulation currently pending in the Manchester City Council, smokers could be stripped of the possibility to adopt, foster or tutor any infant aged less than 2 years old..
Thus, according to the bill, local social services would have to reject adoption requests from families, where at least one member smokes. If such family is willing to adopt an older child, they would have to sign a written confirmation that they would not light up inside a place where an adopted minor is living.
Gwyneth Richardson, Manchester City Councilwoman and president of Children Services Committee said that the proposed legislation is stipulates the good health of adopted minors as a top priority for lawmakers.
The Councilwoman said that during the consideration of that bill the members of the council were focused on the fact that children from orphanages already had health problems related to neglecting and therefore should be provided with the very best living conditions in their new families and definitely must not be exposed to hazardous tobacco smoke.
Newman said that the legislators strongly advise parents of infants to avoid smoking in presence of their children and visit family physicians to get smoking cessation therapies in order to quit smoking.
The bill has been massively opposed by Freedom Organization for the Right to Enjoy Smoking (FOREST), a non-governmental group advocating for smokers’ rights that stated such legislation would infringe basic human rights and exorcise smokers from the society even more.
FOREST President, Simon Clark, declared that the measure has nothing in common with efforts to protect children, but a ridiculous decision that would deprive smokers from the right to become parents and adopt children. In addition, it would distance smokers even more from the rest of population.
He added that the most important thing is that those families have a wish to adopt a child and surround him with love and care in order to improve the life of the adopted children and whether the parents are smoking or not is not so important as their willingness.
Statistics shows that due to sharp recession in UK the number of families willing to adopt a child has been dropping. So, if the current bill is approved it would trigger a further decline by making many people ineligible for child adoption. And the last but not least, it should be noted that the people who would suffer the most from such care are orphan children who would not be adopted by the people who would love them and take care after them, only because these people smoke.
