Tobacco Industry to Speak in Favor of Menthol Cigarettes at the Meeting with the FDA

Representatives of major U.S. tobacco companies that manufacture mentholated cigarettes spoke in favor of their products last week during a meeting with the U.S. Food and Drug Administration panel, which currently examining the effect of the menthol additive on the smokers’ ability to give up smoking or appeal to teenagers.

Officials from the leading three tobacco giants: Philip Morris USA, Reynolds American and Lorillard have cited independent studies and medical literature to defend menthol cigarettes, stating that present equal harm as ordinary cigarettes and don’t lure people to take up cigarettes.

The representatives of tobacco industry had their word during the second hearing of the two-day conference on the impact of menthol additive in cigarettes on public health. The panel is willing to help the FDA to establish the proper regulation strategy for menthol-flavored cigarettes which represent nearly 30% of the $70 billion cigarette market in the Unites States.

The key question is whether mentholated cigs differ from conventional ones, and, if so, should they be prohibited as other flavored cigarettes have been. The position of the industry, repeated by the reps of major companies is that cigarettes with menthol flavoring do not differ from traditional cigarettes and present the same risks for health as the regular cigs. Jonathan D. Heck, an expert from Lorillard and the nonvoting member of the panel, said that data collected by tobacco industry confirms the industry stance.

Tobacco industry avoided giving a direct reply to the most controversial questions, including the one regarding whether menthol flavoring conceals the hazardous impact of smoking.

Answering this question James Dillard, representative of Altria, owner of Philip Morris USA, said that he came to discuss scientific data, and not the unreliable and unconfirmed information.

Mr. Dillard added they the industry representatives would be willing to receive a list of questions that would have to respond to during the next meeting of the FDA panel, scheduled for July.

Responding to the question about whether menthol should be regarded as a flavoring, Michael Ogden from RJ Reynolds said that as it is an ingredient that gives a certain flavor to the cigarettes, it should be considered as a flavor.

The overwhelming majority of cigarette flavorings have been prohibited by one of the provisions of Tobacco Control Act adopted last year, on the ground that sweet flavors entice adolescents to smoke. Despite menthol is also a flavoring agent used in cigarettes, it was not covered by the ban approved by the Congress.

Phillip Gardiner, head of the Department of Public Health at the CSU admitted he didn’t understand why menthol flavoring was not banned as well as other flavorings, as there is no reliable reason for allowing menthol flavoring, while banning all the other flavorings and the only explanation for the exception of menthol is the economic factor as menthol cigarettes make up a huge part of the entire cigarette market in the USA.
